<\/span><\/span><\/span><\/span>SCHEDULE OF SPECIAL TAXPAYERS AND WITHHOLDING AGENTS FOR YEAR 2021<\/span><\/span><\/span><\/strong><\/span><\/span><\/p>\n


Administrative Ruling No. SNAT\/2020\/000078, dated December 16, 2020, issued by the Superintendent of the<\/span> National Integrated Service of Customs and Tax Administration<\/span> (\u201cSENIAT\u201d), was published in Official<\/span> Gazette<\/span> No. 42.038 of December 30, 2020 (the Ruling). The Ruling established the schedule of Special<\/span> Taxpayers and Withholding Agents for the obligations to be performed for year 2021.<\/span><\/span><\/span><\/span><\/span><\/p>\n

The declarations of Value Added Tax (\u201cVAT\u201d) and Income Tax (\u201cIT\u201d), including the adva<\/span>nces on the same,<\/span> Tax on Activities of Games of Chance, Tax on Large Patrimonies (TLP), and Tax on Large Financial<\/span> Transactions (TLFT), as well as the delivery of the IT and VAT amounts withheld by the Withholding Agents<\/span> and the contribution of 70% of the revenues of Deconcentrated Services or Autonomous Services<\/span> and <\/span>Decentralized Entities, must be filed as per the last digit of the Fiscal Information Registry (RIF) number on the<\/span> due dates of the 2021 schedule published in the Ruling.<\/span><\/span><\/span><\/p>\n

<\/span>The special taxpayers that carry out mining or hydrocarbon and connected activities, such as refining and<\/span> transportation, and do not receive royalties derived from said operations must file the declarations and make the<\/span> relevant VAT payments on a monthly basis, as per the last digit of the RIF number on the due dates of the 2021<\/span> schedule published in the Ruling.<\/span><\/span>The taxpayers that carry out exclusively exempt or exonerated activities must file the informative VAT<\/span> declaration on a quarterly basis, as per the last digit of the RIF number, on the due dates of the 2021 schedule<\/span> published in the Ruling. The quarterly VAT declaration will generate IT advances for said special taxpayers,<\/span> which advances are to be paid on the date stated in the relevant payment commitment.<\/span><\/span><\/span><\/span><\/span><\/p>\n

If any of the dates scheduled in the Ruling falls on a day declared as holiday by the National, State, or<\/span> Municipal Executive, the declaration and\/or relevant payment must be made on the following business day.<\/span><\/span><\/span><\/span><\/span><\/p>\n

The declarations corresponding to the annual IT self-assessment for legal and natural persons, in the fiscal years<\/span> other than that from 01\/01\/2020 to 12\/31\/2020, must be filed and paid up to the due date established in the<\/span> Ruling; by virtue of the foregoing, a natural person, as special taxpayer, must file the 2nd portion 20 calendar<\/span> days after the end of the period of time established in the Ruling and the 3rd portion, 40 calendar days after the<\/span> end of the period of time established in the Ruling.<\/span><\/span>
\n<\/span><\/span><\/span><\/p>\n

The special taxpayers that carry out mining or hydrocarbon and connected activities, such as refining and<\/span> transportation, and receive royalties derived from said operations or receive income from the exportation of<\/span> minerals, hydrocarbons or their derivatives must file the estimated income declaration within the first 45 <\/span>calendar days after the end of the fiscal year.<\/span><\/span><\/p>\n

The taxpayers that perform economic activities other than exploitation of mines, hydrocarbons, and connected<\/span> activities and do not receive royalties derived from said operations must declare and pay the advances on IT and<\/span> VAT as per the schedule established in letter a) of article 1 of the Ruling.<\/span><\/span><\/span><\/span><\/p>\n

The declarations and payments of taxes not mentioned in the Ruling must be made on the due dates established<\/span> in the legislation in force.<\/span><\/span><\/p>\n
